I used Lemon essential oil (the stuff you burn in a little candle burner) and this dried them out, then you can use a nail file and gently remove the top layer of skin that has been dried from the wart. then apply another coat of the oil. just keep doing this and keep removing the top layer of skin and eventually there will be nothing left of the wart, it worked for me.
i also went to the doctor before i did this and she informed me that warts can take up to 5 years to disappear naturally, when your body has recognised it and apparently once your body has become immune to them they wont come back.

So long as you are sure that the lesion is a benign skin tag (generally the same color skin as the rest of your neck) - you can nip it off yourself with cuticle scissors (properly sterilized in alcohol of course). Before I nip one off (as they bleed a lot), apply a toothache product which will help numb the upper layer of your skin. Be sure you have a bandaid ready, or at least a gauze pad to lay over it as soon as you have nipped it.Take the cuticle scissors and place them right down on your neck and nip the skin tag (papilloma) at its base. Doing it this way, there is a possibility it may come back later, but it avoids a doctor's visit, especiallly if you have a lot of them. A doctor once removed one from my neck by startling me into looking out the window and he then somehow wrapped a very thin piece of wire around the base and in crossing the two ends of the wire, he basically sliced it off. Never saw it coming!
I would not try any wart removal product at all on these as I am not sure they truly are warts which generally are flatter and closer to the skin.
All this said assumes you are confident this is a skin tag on a stalk. If it is flat to the skin, or darker than your neck skin color, do not attempt to do this yourself, but ask a physician (preferably a dermatologist) to take care of it. There are still many physicians willing to work with you on payment.
